It names no blockchain; venues choose their own. It is an SEC order with a request for comment, not legislation. No entries were signed for Sept 16\u201318; we don't backdate, so Sept 19 links straight to Sept 15. Anchor #7 landed a day late. The site stayed up and live ledger data stayed current; pages fed by that machine showed their last update, and the regulation page missed Tuesday's vote until Saturday.
