Risk note

Copy mirrors walker_scope_declarations.filter_note for bridge_signer_walker. If the AXELAR_GATEWAY constant moves, the gateway_address rendered in the scope-note moves with it (via context var, not hard-coded). Rotation-history bootstrap date (2026-06-08) is a copy-class fact — will silently rot if the walker is ever re-bootstrapped from an earlier ledger. "Other bridges out of scope" clause is the moat against citation creep — if FXRP/Squid/Wormhole NTT ever land in named_accounts with category='bridge', this claim must move with them.
