Founding-case-shaped disclosure: coverage stat, not headline stat. Denominator = full range (2,958,523 ledgers). Numerator = observed (2,194,433) + legitimately empty (~635,090). Residual holes (~129,000) count as missed. The 129K estimate was derived from stratified sampling of missing ledgers against s2-clio: 16.1% hole-rate in small-delta gaps, 35.7% in large-delta gaps, weighted ~4.4% of the range. All four numbers move together — a fresh sampling round must update the app.py constants + memo + templates + this label in lockstep. If any number moves without that chain, it has become fiction. Denominator ambiguity flagged in ChatGPT audit #4 (2026-08-12); labeling clarified in commit-of-record, math unchanged.
