The URI scheme is a commitment to agents that will cite these URIs. Once an agent embeds a URI in a citation, that URI must keep resolving forever. Additions are additive; existing URIs never change or delete. If a claim id is renamed in CLAIMS.yaml, add the new URI + keep the old one aliasing to the same entry — do NOT break the citation contract.
