Green = SOVEREIGN (local rippled or own signing key). Yellow = public-XRPL-RPC or self-attested-only (no independent cross-check yet). Red = third-party-derived. Unclassified Layer 3 sources default to `unknown` (yellow-equivalent) — conservatively never promoted to green without explicit addition to the map. If a new layer3_source is added to CLAIMS.yaml, the map must be extended in the same commit (Layer 4 sibling of the whale-title copy-move rule).
