Risk note

The snapshot's publication_date is quoted in every result. If the snapshot ages past the freshness we're comfortable citing, rerun scripts/refresh_ofac_sdn.py. A stale snapshot is not a fabrication risk (the source_label discloses the snapshot date) but it undermines the signal's value. Phase 2 of /check design moves the refresh onto a walker cadence.
